Global Citizenship Essay

We live in a â€Å"global† world now. Corporate globalization is prevalent nearly everywhere. Travel is more common than ever before. We get news in our homes about any place in the world seconds after it happens. The internet allows us to connect with people all over the world. It allows us to stay in touch with people as we move all over the world as well. We even have an international language! English is spoken (by at least some portions of the population) nearly everywhere you go. Everyone has the potential of being a Global Citizen if they wish to but it takes courage, commitment, and a sense of humour to become one. Global citizenship might sound like a vague concept for academics but in fact it’s a very practical way of looking at the world which anyone, if given the opportunity, can relate to. In the context of globalization, thinking and acting as a global citizen is immensely important and can bring real benefits. To have a full insight of what it means to be a â€Å"global citizen†, one needs to understand what it means to be a citizen. A citizen is a native or naturalized member of a state or nation who owes allegiance to its government and is entitled to its protection (distinguished from alien). It also refers to a person owing loyalty to and entitled by birth or naturalization to the protection of a state or nation. According to some accounts, citizenship is motivated by local interests (love of family, communal fairness, self-interest), global interests (a sense of universal equality), and concern for fellow human beings, human rights and human dignity. The key tenets of global citizenship include respect for any and all fellow global citizens, regardless of race, religion or creed and give rise to a universal sympathy beyond the barriers of nationality. At Oxfam Education, Global Citizenship is believed to be more than the sum of its parts. It goes beyond simply knowing that we are citizens of the globe to an acknowledgement of our responsibilities both to each other and to the Earth itself. Global Citizenship is about understanding the need to tackle injustice and inequality, and having the desire and ability to work actively to do so. It is about valuing the Earth as precious and unique, and safeguarding the future for those coming after us. â€Å" Global citizenship can be defined as a moral and ethical disposition which can guide the understanding of individuals or groups of local and global contexts, and remind them of their relative responsibilities within  various communities (Barack Obama , 2008). Global Citizenship is a way of thinking and behaving. It is an outlook on life, a belief that we can make a difference. When translated into participatory action, global citizenship entails a responsibility to reduce international inequality (both social and economic), to refrain from action which compromises an individuals’ well-being, and avoids contributing to environmental degradation. A typical example of a Global Citizen is someone who: is aware of the wider world and has a sense of their own role as a world citizen; respects and values diversity;  has an understanding of how the world works economically, politically, socially, culturally, technologically and environmentally; is outraged by social injustice;   participates in and contributes to the community at a range of levels from local to global; is willing to act to make the world a more sustainable place; takes responsibility for his/her actions. To create a world of Global Citizens, education must be a priority. Though not as an additional subject but as an ethos that can be promoted in class through teaching the existing curriculum in a way that highlights aspects such as social justice, the appreciation of diversity and the importance of sustainable development. In the wider school setting, Global Citizenship can be reflected in the way you relate to those around you. As Global Citizens it is of utmost importance to know that we were born in this world and not aliens, and we also owe our allegiance to the â€Å"government† which we are citizens of. We must also protect our country — the world — when called on to do this. If our homeplace is attacked, with bombs or soldiers or internal rioting and terrorism, we are required to stand up and defend it. As citizens of the world, we must stand up, truly, to the attack on our home that is occurring on a daily basis. We must stand up to the environmental degr adation that is tearing apart our land and depleting our water. If we are citizens of the world, it is imperative that we stand up and protect our country if it is being threatened. The only way to truly achieve a lasting change is to further develop a globally connected mindset and engage those around to foster fair, equal and sustained partnerships with one another in this world. For this reason I, as a Global Citizen, will strive to reach a  deeper understanding of issues relevant to global poverty; and act with compassion, serving as an advocate and activist for positive change in the world. I also pledge to the following: I will seek innovative means to address global issues such as poverty e.t.c I will take it upon myself to think critically about the social and environmental consequences of my actions as it might have either positive or negative impact on otherparts of the world as well as future generations. I will make purchases carefully, taking into account the social and environmental factors of the creation and transport of all consumer goods and also minimize the waste I produce so as make a positive impact on the environment. I will build awareness about issues of social and environmental justice in any and all communities that I am a part of. In whatever field I find myself employed, I will do everything I can to ensure that it adheres to the utmost standards of social and environmental consideration. I understand that the only way to truly achieve lasting change is to further develop a globally connected mindset and engage those around me to foster fair, equal and sustained partnerships with others in this world.

Coping Skill and Lazarus Stress Theory Essay

Each individual experiences stress and problem in life. These will serve as measurement to know how emotionally stable individuals are and how they will handle everything that come their way. The ways of coping from stress, anxiety, and problems are the basis of how well-adjusted an individual is. Coping with difficulties of life is hard especially when the situation is complicated. It is a natural reaction that everyone will be experiences at one time or the other. As cited by Luthans (2005), Ivancevich and Matteson see stress as â€Å"the interaction of the individual with the environment†- an adaptive response mediated by individual differences and or psychological process, that is consequences by any eternal (environmental) action, situation or even that places excessive psychological and or physical demand on a person. Stress in college will comes in many forms. You will become essentially responsible for yourself: doing laundry, preparing your own meals, cleaning your own rooms. This will of course in addition to studying hard to achieve good grades. You will also have to deal with peer pressure, dating predicaments and drinking situations. Coping with stress will prove to be a daunting task. Every trying moment that you will encounter in college is only temporary. Coping with stress in college will be part of life, if you can hurdle over your stress, you will surely become as stronger and tougher person. Such that when you will absorb by the workforce, your will be better equipped to face the challenges of your job. Students will deal with stress differently. If you are one of these students who will have a hard time coping with stress, you should not be ashamed to seek the help of others, especially your counsellors who will be there for you for a reason. Stress will seem to be an especially common feature of college student life, particularly at highly competitive colleges and universities. Stress-coping mechanisms are behaviors and thoughts people employ to calm themselves when they will feel upset, angry, overworked, or otherwise overwhelmed by tension. Being under stress will affects your heart rate, blood pressure, mood, and contributes many diseases such as obesity and asthma. Coping mechanisms can be described as the sum total of ways in which we deal with minor to major stress and trauma. Some of these processes are unconscious ones, others are learned behaviour, and still others are skills we consciously master in order to reduce stress, or other intense emotions like depression. Not all coping mechanisms are equally beneficial, and some can actually be very detrimental. One may have various ways of coping with stress, anxiety and problems. Acceptance may be one by which individual wholeheartedly accepts the situation, the persons will learn to understand the things on the way it should. Others, on the other hand, may still look on the good side, putting more attention and emphasis on the things that could be better and would bring better to them. This study will determine what the most prevalent sources of stressors among our students are, and to evaluate the coping mechanisms adopted by them. Background of the Study Stress (2000) is generally defined as the body’s nonspecific response or reaction to demands made on it, or to disturbing events in the environment. It is a process by which we perceive and cope with environmental threats and challenges. Personal environmental events that will cause stress are known as stressors. Therefore, stress is simply defined as emotional disturbances or changes caused by stressors. Stress which promotes and facilities learning is called good stress. An optimal level of stress can enhance learning ability on the other hand; stress which inhibits and suppresses learning is call bad stress. The bad stress must be prevented and avoided. It is noteworthy that the same stressors may be perceived differently by different students, depending on their cultural background, personality traits, experience and coping skills. The purpose of this study is to gather data on the stress prevalence, stressors and coping strategies among second year students of Bachelor of Science in Entrepreneurial Management, hence it will provides valuable information for future study in such students and teachers to understand better about this common problem. The second year students of BSEM are prone to pressure for the reason that they are the last batch of this said degree and because of that they are threatened to study hard, to give a good image and expected to build a better name for their degree. Though college may put you under a lot of stress, most students accept this as a given something one should just learned to deal with. And although work overload is a constant in all schools, many students notice discrepancies among different universities and colleges. Theoretical Framework The study will focus on the stress and coping mechanism among the Second year students of BSEM in regarding to their demographic profile. Coping with stress in college just like any other stress coping mechanism is seeing past the negativity of the moment and embracing the potential for good in it. Numerous theoretical provides sufficient background on the nature of stress individuals encounter and a multiple functions of coping for the optimum development and adjustment. The foremost theories represented in the study are enumerated, (a. ) Systematic Stress: Selye’s Theory, states that stress is a state manifested by a syndrome which consists of all the non-specifically induced changes in a biologic system. (b. Psychological Stress: The Lazarus Theory, states that two concepts are central to any psychological stress theory: appraisal, individual’s evaluation of the significance of what is happening for their well-being, and coping, individual’s efforts in thought and action to manage specific demands. Since its first presentation as a comprehensive theory the Lazarus stress theory has undergone sev eral essential revisions. In the latest version, stress is regarded as a relational concept; stress is not defined as a specific kind of external stimulation or a specific pattern of physiological, behavioral, or subjective reactions. Instead, stress is viewed as a relationship between individuals and their environment. Psychological stress refers to a relationship with the environment that the person appraises as significant for his or her well-being and in which the demands tax or exceed available coping resources. (c. ) Resource Theories of Stress: A Bridge between Systemic and Cognitive Viewpoints. Unlike approaches discussed so far, this theory of stress is not primarily concernedwith factors that create stress, but with resources that preserve well-being in the face of stressful encounters.

The level of secrecy that her life held and the ways in which she expressed her own anxiety created a high level of curiosity about how much her motherâ€⠄¢s mental disease was affecting her life in comparison to any disease that she might have had on her own. The actions that were in rebellion to her own situation, hording food until it sat in piles of mold in her locker, in comparison to her acts of cutting her skin always created wonder at her own levels of depression, whether from an inherited condition, or from her exposure to behaviours of depression as they were exhibited by her mother. In this qualitative study, the research will be gathered through an investigation of secondary research and primary resource literature in order to understand the historical understanding of depression and the stigma that the disease has developed within society. I learnt that process of generating answers are crucial than the answers itself.... These groups were created for class assignments, group presentations and case studies. I started actively participating in the groups. This positively affected my marks in the group assignments, improved my level of communication and confidence. I found out that it hardly matters if I know the absolutely right answer or not, I would not get punished for the same. However, the recruitment process aims at providing the company with the best suitable candidates by targeting appropriately these offers to candidates with relevant profiles. IKEAs reputation is a key point for its recruitment process; as said by their Recruitment and Competencies Development Manager when we interviewed her: Applications are usually spontaneous. They either come through our website or applicants bring their CVs directly to the store. But sometimes they come in response to an offer. In most cases, companies need to seek out their prospective employees.In this case, applicants tend to apply they wish to work for the company. This, linked to the fact that IKEAs turnover is very low can give us an overview of how successful IKEAs recruitment process is. 2 3. Recruitment policies and methods Recruitment at IKEA did not seem to be an issue. The HR Department of IKEA receives about 7 CVs every day, and 200 every month, most of them sent by e-mail through the IKEA recruitment web page, which clearly facilitated the process for applicants. In addition,external channels such as Pà ´le Emploi and local partnerships with associations and schools are also used at times. For instance, IKEA is starting to develop partnerships with Business and Communication schools in the area of Lille. IKEAs policy is to build a long-term relationship with its employees and help them develop themselves both on the professional but also personal level.   Therefore, one of the aspects of recruitment at IKEA is that they tend to privilege internal recruitment when a position is available. However when there is no potential within the body of employees, the Recruitment Officer that we met said that she has to go and search the candidates elsewhere, and this is where external recruitment comes in. Many directors nowadays started their career with part-time jobs at IKEA when they were still students and managed to climb up the companys ladder thanks internal recruitment. We were told that there is a floor manager for every department (kitchen, bathroom, living room, etc.), and when they feel like they could use one more salesperson in his department, they report their needs to the HR Manager who takes care of the recruitment and selection. With time and experience, the job analysis and information gathering are not necessary anymore, because the HR managers know exactly what type of people the floor managers want, especially for shop-floor workers. For managers, the question is trickier: when internal promotion is possible, the problems dont arise, candidates usually fit the job description, but when there is a need to go through external channels, the specifications and necessary competencies are stated very clearly, although IKEA employees do not have a typical profile. For a manager position the decision of the HR manager is followed by 4 others interview whereas for a shop floor position there is only 2 interviews after the HR managers decision. This decision can only be achieved with a consensus and it is very important that no doubt whatsoever are remaining when selecting a candidate. As the decision process involves several people, it is supposed to be a guarantee that the candidate who is selected is a good fit for the company. In addition, this plurality of point of views are also necessary to ensure the fairness of the selection process. III. Beyond recruitment and selection 1. Fairness and Ethics When we met the Recruitment Officer at IKEA, she told us that she and the other interviewers were all experienced and intended to be as fair as possible, asking open-ended questions and reformulating so that they do not misunderstand what the candidates say. The selection methods used are diverse and the exchanges are multiple, which improves the fairness of the process.    However, she repeated that Human Resources remain Human Sciences, and are not accurate every time. 2. Analysis of Blake's London In the formal approach method to critical analysis, it is essential to read William Blake's "London" mechanically. Blake uses his rhetorical skills of alliteration, imagery, and word choice to create his poem, but more importantly to express the emotional significance that is implied. William Blake's poem, "London", is obviously a sorrowful poem. In the first two stanzas, Blake utilizes alliteration and word choice to set the mournful atmosphere. Blake introduces his reader to the narrator as he "wanders" through the "chartered" society. A society in which every person he sees has "marks of weakness, marks of woe." Blake repeatedly uses the word "every" and "cry" in the second stanza to symbolize the depression that hovers over the entire society. The "mind-forged manacles" the narrator hears suggests that he is not mentally stable. In the third stanza, Blake utilizes imagery of destruction and religion. Blake uses the religious imagery of the "black'ning church" to represent the loss of innocence, and the society's abandonment of religion. The use of the soldiers creates an imagery of war. The "hapless soldier's sigh" symbolize how men are drafted into war and have no choice but to serve their country. As these soldiers unwilling march to the beat of the country's forceful drum, they know their lives will be taken, as their "sigh runs in blood down palace walls." Blake uses this sense of destruction to explain how people are forced to repair the "weakness" and "woe" of their society. The fourth stanza of "London" unravels the complex meaning of the poem. The "youthful harlot's curse" symbolizes how the youth's sinful deeds will effect the next generation. Their "curse" causes the "newborn infant's tear" which exemplifies how the new generation will have to correct the mistakes of the previous generation.

Richard Wright's Native Son The book Native Son by Richard Wright is about an African American man growing up in the south. The main character Bigger Thomas often finds himself in trouble throughout his life from the beginning to the end. The author uses his views and thoughts through Bigger about American society. Bigger worked for a rich man named Mr. Dalton and had â€Å"accidentally† murdered his daughter Mary. As a result of that a domino effect of misfortune began to happen. Bigger was later arrested and put on trial because of his actions I felt like I was watching a man sinking through quicksand and with every movement or attempt to free himself making the situation worst. He only murder because fear of getting caught in her room, a white woman’s room. Mary was drunk and the Dalton’s would have thought Bigger was trying rape her or something. It was very distressing that Mary had to die but Bigger was only doing what he thought at the time was right. When in an apartment building Bigger overheard a conversation between two men, Jack and Jim. They were arguing about if they had the chance to capture and turn bigger in would they. I agree with Jim who said that he stirred up a lot of trouble. Because of Bigger actions, mistake or no mistake, they were costing many black families their privacy, jobs and dignity. There comes a point were you have to take responsibility of your own action so others don’t get hurt. I also agree with Jim in the fact that he says that all black people look guilty to the police and that no matter how you try to stay out there way, you’ll still get messed with. Bigger’s last moments of freedom was when he was running on the roofs of apartment buildings. It was very cold out that night and a lot of snow on top of the buildings. Before he was running, he was in the trapdoor and had heard a lot of noises, footsteps, shouting, and it was getting him nervous. He was about suicide but his pride got in the way. When he came to the last ledge their was no more roofs.

World Issues: Comparing two articles – Colin Powell at the World Summit

Recently many of the worlds leaders met in Johannesburg for the earth summit. It was called to mark the 10th anniversary of a meeting in Rio de Janeiro which managed to set up a number of important environmental agreements. Unfortunately the USA's president, George Bush did not attend but sent his secretary of state, Colin Powell instead. There were 65, 000 delegates and 174 countries were represented. The first earth summit, hosted in Rio de Janeiro (1992) managed to set up several agreements, based on the environment and the future shape of global industrial development. It set up an agenda called agenda 21. This agenda set out the way that planet-wide environmental improvements could be achieved if local authorities made more of a priority of issues such as recycling and energy conservation. Now looking back at the summit from 10 years in the future, I personally think it was a failure, nothing seems to have changed. Problems such as pollution and energy conservation just seem to have gotten worse. Although things like recycling have begun to grow in some countries e. g. UK. The Articles The Sun article states facts about what happened when Colin Powell was eing â€Å"heckled†. It has little information about what was actually discussed. It could have stated the history behind the summit and the reasons for the heckling. The Times article is more â€Å"in depth†. It goes behind the summit and states its background while still stating information about Colin Powell's heckling and also the achievements of the summit e. g. the agreement, aimed at reducing world poverty and protecting the environment. It also has statements from the some of the world leaders such as â€Å"there should not be any more such mega-summits† which was ade by the Prime Minister of Denmark and the president of the European Union. Comparing the two articles, I find that The Times article is more detailed than The Sun article. Also there are the differences in language which you find between a tabloid (Sun) and a broadsheet (Times). The Sun seems to deal with the main issue of Colin Powell's heckling while The Times deals with the summit as a whole with Colin Powell's heckling included. The writers approach the article in different ways because of the types of newspaper they work for (e. g. tabloid) and perhaps there ersonal opinion on the subject. The Sun article is based more on the interesting parts of the incident with Colin Powell and also has hints of the writers opinion e. g. â€Å"agreement was branded inadequate†. While The Times article deals with issues of the summit and includes information about Colin Powell's heckling. e. g. â€Å"Powell's speech made it clear that the Bush administration has written off the planet† Both articles are biased but The Sun is more than The Times. The Sun seems to be pro-America which means most of its comments seem to make America seem in the right and are trying to create sympathy for Colin Powell. But The Times is very critical of America â€Å"Bush has written off the planet† even though it is critical, it does not mean that its against America but it does seems to â€Å"nit-pick†. To draw this to a close, I think that The Times article and The Sun article expressed different opinions on these events. Some points were bad while others were good. I believe that The Times article is the best due to its contrast of opinion and â€Å"in depth† information of the summit. I think that the Johannesburg summit like its predecessor was a failure even though some agreements were made. Some of the delegates branded the agreements inadequate therefore not everyone liked it. Also one of the biggest problems (America) did not seem to take much notice and as I stated have written off the planet. The main problem with putting agreements into practice is that perhaps some countries will adopt a scheme but not all countries will so the problem goes on and that some of the people on these countries will not do the extra work required to make it work (e. g. Recycling)

Positive aspects of tourism

The rise in tourism has occured for many reasons.My first example is; over the past few years an incresseing amount of people in More Economically Developed Countries (MEDC'S) have much more time and money to spend. Because of this, more people in MEDC'S can spend more time and money going on holiday. My second example is that transport has been made much more comfortable, cheaper and quicker to use which has made more people pursaded to travel, because lots of places in the world can now be reached easily. My third point is that Tourists might want ot learn about new cutures and other, different life styles which might incresse the amount of toursim. My fourth and final point is that most holidays come in â€Å"package holidays† or â€Å"family packs† which are usally much cheaper, which will pursaded more people to go on holiday. There are many positive aspects of tourism.For instance, some Less Economically Developed Countries (LEDC'S) see tourism as a way to make there country more devloped so that they can become a more economically developed country, this connectes to the fact that tourism can help LEDC'S build there education system e.g. money to build schools, money for teachers, schools, collage or university. Tourism can help LEDC'S medically e.g. hospitals, money for medcine and treatment, hospital equipment, doctors and nurses and the money to build hospitals. My second point is that tourism in LEDC'S can help more people get jobs aand get more money in the country. Another good aspect of tourism would be that; local teenagers can become independant of there families by getting jobs, and providing money for themselves. Unfortunatley, there are many negative appects of tourism as well, which include; tourists may not respect local customs trodictions, which might offened the local people and other people living in that country. Also the rules in a diffrent country or place might be diffrent to what the tourists is ued to so they might end up offemding or even brakin the law! Even though the country gets money not all of it is atually spent on the country, most of it is atually spent in hotels, which is usally owened by foreign countries. Another bad aspect is that the World Trade Reasurchers Organization (WTRO) have shown that the curren pattern of world trade is not making a diffrence. It showed that LEDC'S are not gettig any richer some have even shown that LEDC'S are getting porrer becuse of the money spent of facilites e.g tourist attractions (buildings-e.x hotels) . Another bad point is that tourusm can lead to crime rate incresses by up to a whooping 49.83% this is almost half! the crime rate is a big issue and is some times uncontrollable. Tourism is managed in diffrent ways. Here are some examples: in Bostwana they have sustanable tourism, this provides jobs and opportunities for the people there without destroying there lifestyles or the enviroment for the future people and animals of Bostwana. They do this by letting tourist experice troditional activities e.g weaving cloth. This is sustanable and it gets more money in the country that can be put to good use e.g farming-for crops/food and there education-money can be put to schooling so more people can go to school. Another example of sustanible tourism is in Tanzania (east Africa) they have sustaible tourism as well e.g they have a national safrai park (Serengeti national park). this is sustanable because they do not harm the amimals as they are kept in wide vast open space to roam about freely, the vewier and tourists always see them from a distance, never to close to startle them. this means they are not harming the amimals in any way, so it is sustaible. In conclusion, I think tourism can be good only if it is sustanible, for example- what they are doing in Bostwana but not if it is unsustanble for example-what they are doing in a place in spain which is ruining ther beach in the end int wont be worth it.but over all i think tourism is good only if sustanible.

Rewards and punishments are some of the strategies used by leaders to motivate people in the X category. On the other hand people in Y category believe that work is natural just like play or rest. Leaders can motivate such people easily since their attitude towards work is positive. The needs of the people are different because of the different environment in which they live. Some people may have enough financial abilities and they may like recognition more than anything else in their professional life. On the other hand some others may not have enough financial abilities and such people may like financial rewards more than anything else. Work atmosphere is another aspect which motivates the employees. Nobody wants to work in a hostile atmosphere. Everybody wants to work under a peaceful atmosphere. The Quality of Early Child Care and Children’s Development Essay ABSTRACT—The past half-century saw dramatic changes in families that altered the daily experiences of many young children. As more mothers of young children entered the labor force, increasing numbers of young children spent substantial hours in various child-care settings. These changes gave rise to a large body of research on the impact of the quality of early child care on children’s development. However, a full understanding of the role of the quality of early child care requires consideration of the interplay among child care, family, workplace, and society. This article places what we know about the quality of early child care and children’s development in this larger ecological context, and suggests directions for future research and practice. The past half-century saw dramatic changes in families that altered the daily experiences of many young children. In 1970, only 24% of mothers with a young child (birth through age 3) were in the labor force; by 2000, this figure had risen to 57%. This growth in maternal employment was accompanied by changes in children’s daily experiences. By 2000, 80% of children under the age of 6 were in some form of nonparental care, spending an average of 40 hours a week in such care (National Research Council and Institute of Medicine, 2003). Research on children’s experiences saw a parallel change that was equally dramatic. Early research in the field focused primarily on the question of whether child care (or maternal employment) per se was good or bad for children; current research asks questions about the relation between children’s development and variations in the quality and quantity of child care that they experience. The field also now recognizes varying types of child care, including center-based care, licensed or regulated home-based care by nonrelatives (family-childcare homes), and other home-based care, such as care by relatives or in-home sitters. There have been methodological advances as well. Early research was more likely to study small samples and examine correlations between child care and children’s outcomes at a single point in time; current research is more likely to involve large samples at multiple sites, to use experimental or quasi-experimental designs, and to follow participants over time. Perhaps the most important advance in child-care research has been theoretical. Early research tended to study the effects of child care in isolation from other significant aspects of children’s lives. Current research is more likely to be grounded in ecological systems theory, which considers children’s development in the context of the child-care system as well as the family system, and recognizes the links between these systems and the larger society. In this article, I focus on one segment of current research on early child care—the links between the quality of child care and children’s development—drawing on ecological systems theory to provide an overview of recent advances and to suggest directions for future research. ECOLOGICAL SYSTEMS THEORY AND EARLY CHILD CARE Ecological systems theory places child development in an ecological perspective, in which an individual’s experience is nested within interconnected systems (Bronfenbrenner, 1989). Microsystems, such as families or child-care settings, are characterized by face-to-face connections among individuals. Mesosystems consist of two or more microsystems and the linkages or processes that combine or connect them. These mesosystems exist within the larger context of the exosystem, those settings in which the child does not directly participate but that influence the lives of parents and other adults in the child’s world, such as a parent’s workplace, educational institutions that train child-care teachers and providers, and government agencies that set regulations for child-care facilities or establish welfare-reform policies. The mesosystems and exosystems operate within the context of a macrosystem of societal and cultural beliefs and practices. Note that these systems are not static, but may change over time. The Mesosystem of Family Child Care Children inhabit both families and child-care microsystems, and these systems are linked. Parents select particular types of child care, of varying quality, for children of different ages—and these decisions vary with family structure, parental characteristics, geographical location, and other factors. Singer, Fuller, Keiley, and Wolf (1998) argued that child-care researchers must consider these selection effects if they are to accurately model the impact of child care on children’s development over time. 1 Through their selection of particular child-care arrangements, parents have an indirect impact on their children’s development (in addition to their direct impact within the family system). But this linkage between the family system and child-care system operates in both directions: The child-care system can also influence the family system. For example, Ahnert, Rickert, and Lamb (2000) described a particular mesosystem characterized by shared care; in this mesosystem, mothers adapted their interactions with their toddlers in response to the toddlers’ experiences in child care. The Exosystem The family child-care mesosystem operates within the larger context of the exosystem of parental employment—one of the primary functions of child care is to enable parents, particularly mothers, to work outside the home. Historically, the child-care system has developed in response to characteristics of parents’ employment . For instance, the current child-care system includes child-care centers, which tend to have operating hours that match those of parents who are working weekdays, as well as family-child-care homes and kith-and-kin care, which are more likely to meet the needs of parents who are working evenings, weekends, or variable hours. However, in industries that operate around the clock, particularly those with highly skilled workers such as hospitals, we are more likely to see on-site child-care centers, sick-child care,2 and other accommodations to parents’ employment needs. Another important aspect of the exosystem is government policies and regulations that affect both the demand for child care (such as welfare-reform efforts that require low-income mothers to seek employment) and the affordability of child care. Although the United States provides some child-care subsidies for families, many low- and moderate-income families do not have effective access to subsidies. 3 Given the links between the quality of care and the cost of care, it is not surprising that children in low-income families who are not in the higher-quality, government-subsidized programs tend to receive lower-quality child care than children in middle-income families (cf. Phillips, Voran, Kisker, Howes, Whitebook, 1994). In this way, the exosystem of government policies and regulations provides an important context for the operation of the family ! child-care mesosystem. THE QUALITY OF EARLY CHILD CARE AND CHILDREN’S DEVELOPMENT Using ecological systems theory as a framework, I turn now to the question of the relation between the quality of early child care and children’s development. I begin with a discussion of the concept of quality, and then move on to an overview of what researchers currently know about the role of the quality of early child care in children’s lives. What Is Quality? The underlying assumption of all definitions of quality is that a high quality early-child-care setting is one that supports optimal learning and development. However, quality has been measured in a variety of ways across different studies. Measures of child-care quality can be categorized as either structural or process indicators. Structural characteristics include the child:staff ratio (the number of children per teacher or provider), the group size (number of children in the setting), and the education and specialized training of teachers, providers, or directors. The features of structural quality can be regulated, and most states set minimum standards for at least some aspects of structural quality, at least in center-based care. Studies that assess structural quality are most useful in evaluating the impact of features that can be regulated. Although understanding the links between structural indicators of quality and children’s development is important, we also need to understand the mechanisms by which structural quality affects children’s development, which requires examining what actually happens in the early-care setting (i.e., the process). How do adults and children interact? What materials are available for the children, and how do adults support children’s use of those materials? Process quality refers to the nature of the care that children experience—the warmth, sensitivity, and responsiveness of the caregivers; the emotional tone of the setting; the activities available to children; the developmental appropriateness of activities; and the learning opportunities available to children. Unlike the features of structural quality, process quality is not subject to state or local regulations, and it is harder to measure. One of the more commonly used measures, the Early Childhood Environment Rating Scale (ECERS; Harms, Clifford, Cryer, 1998), assesses multiple aspects of process quality. Such multidimensional process measures tell us much more about the quality of care that children receive than do structural measures alone. Structural Indicators of Quality and Children’s Development What do we know about the links between the structural indicators of quality in early child care and children’s development? The research to date has found that better ratios (fewer children per adult) and more education or training for teachers are associated with higher language, cognitive, and social skills of the children cared for (National Research Council and Institute of Medicine, 2003). However, many of the studies that have examined structural indicators have employed small samples (fewer than 100 children) or have not considered selection effects in their analyses, so studies that do not have these limitations are of particular importance. In an interesting study that assessed the links between structural quality, process quality, and children’s outcomes, the NICHD Early Child Care Research Network (2002) found that the relation between caregiver training and child-staff ratio, on the one hand, and children’s cognitive and social competence, on the other hand, was mediated by process quality— that is, higher levels of caregiver training and lower ratios of children to adults in child-care settings were associated with higher levels of process quality, which were, in turn, associated with children’s greater cognitive and social competence. Process Quality and Children’s Development Among studies published in the past 15 years, those that employed an ecological model4 consistently found that higher process quality is to greater language and cognitive competence, fewer behavior problems, and more social skills, particularly when multidimensional measures of quality, such as the ECERS, are used or quality is assessed at more than one point in time. For example, the Cost, Quality and Child Outcomes Study (Peisner-Feinberg, Burchinal, Clifford, 2001) found that higher process quality in preschool classrooms predicted fewer behavior problems 1 year later, and predicted higher language and math scores in kindergarten and second grade, although the magnitude of these associations declined over time. This same study also found a link between the child-care and family systems, such that the association between child-care quality and children’s school performance was moderated by mothers’ education; specifically, the association was stronger for children whose mothers had less education. BEYOND SELECTION EFFECTS I began this article with a discussion of the importance of considering children’s development from an ecological systems perspective, which considers the family ! child-care mesosystem as a context for children’s development. Many studies of child care now consider the role of selection effects by statistically controlling for family characteristics. However, other linkages within the mesosystem must also be considered if one is to adequately understand the role of child-care quality in children’s development. For instance, aspects of the family system, such as the mother’s education or depression, parenting practices, and family income, may have independent effects on children’s development. In fact, in a study of 1,100 children, the NICHD Early Child Care Research Network (2001) found that although the quality of early child care consistently predicted socio-emotional and cognitive-linguistic outcomes during the first 3 years of life, family factors were more consistent predictors of children’s development than quality of child care, or any other child-care factors examined. Research on the family child-care mesosystem is familiar territory for many psychologists. However, Bronfenbrenner’s ecological systems theory calls attention to other influences on children’s development—the exosystem of parental employment and government policy and the macrosystem of societal beliefs about the desirability of maternal employment and the desired outcomes for children. For example, there is a complex interplay between parental employment, government policy, child care, and children’s development for low-income families. Government policy and the macrosystem of societal beliefs promote employment for low-income parents. However, low-income parents tend to have less education and fewer marketable skills compared with other parents, and are likely to be employed in sectors of the labor market where jobs are part-time or contingent (temporary), allow little flexibility for managing family demands, and offer few benefits. Work schedules are also likely to include hours outside of the typical Monday-through-Friday daytimes when childcare centers normally operate. Although government subsidies are available to some low-income families, most do not receive subsidies. As a result, children from low-income families are likely to be placed in lower-cost and lower-quality center care or informal care that is itself often of lower quality (cf. Henly Lyons, 2000). Viewing this ‘‘choice’’ as a selection effect leads one to interpret it as parental preference—but an ecological perspective suggests a different interpretation: Regardless of their individual preferences, low-income families’ choices are constrained by the operation of the exosystem of the workplace and government policy. FUTURE DIRECTIONS Current state-of-the-art research has provided clear evidence that the quality of early child care matters to children’s development. Children who attend higher-quality child-care settings have greater language and cognitive competence and greater social competence than children who receive lower-quality child care. However, several studies have documented the prevalence of mediocre or inadequate child care in the United States (National Research Council and Institute of Medicine, 2003, pp. 53–54). In addition, the high-quality care that does exist is not equitably distributed—lower-income children are less likely than higher-income children to have access to it. The next step is to answer the question: How can we best raise the quality of early child care for all children? Ecological systems theory draws our attention to the importance of placing this question in the context of family processes, parental employment, governmental policies, and societal beliefs and goals when developing theoretical models and models for practice. We must integrate our societal goals of supporting healthy families, economic self-sufficiency, and women’s employment with our goals of supporting healthy development and school readiness for children, if we expect to advance research and practice in the area of early-child-care quality and children’s development.
